If the president does not sign a bill within ten days of Congress presenting it to him, the bill becomes law. This is only the case, however, if Congress does not adjourn within that time period. If it does adjourn before the 10 days are up, it is known as a "pocket veto" and the bill does not become law.

If Congress passes a bill, it goes to the President. If he sits the bill for 10 days (excluding Sundays) while Congress is still in session, it becomes law.
