There's an old church I drive by all the time perfect for any birds for nesting but I realized there were none because of an owl statue. Try that.

Depending on how large the headstone is,you could possibly attach spike strips in an inconspicuous spot.There are also several brands of pigeon repellent that make the surface sticky or uncomfortable for the birds to roostStay away from toxic materials,as they maybe illegal in your area.A scarecrow or windsock is another possibility.

In the business, it's what we call a "PigeonCrow". Basically, you need to get a dead pigeon and nail it directly to the top of the headstone. The pigeons will see this as a sign that they are not welcome and they will fly away into the sky for quite a long time.
