This is tough, I could cheap out and say Debbie Harry, but it seems to me you may mean a little known singer who was known as Standee.

This is not the person I am looking for. I think she might have been asian and from what I remeber her album cover was dark with only her face on with this neon makeup. add a comment

The singers name is Dannii Minogue, she had a couple of hits with This Is It and Love And Kisses, before her singing career fizzled out. Dannii also did some acting in the 80s.
