What should I say to some one that just lost a family member or close friend?

The best thing to say is that you are sorry for their loss, and that if there is anything you can do, you are there for them.

It entirely depends on your relationship with the bereaved. If you are close friends with this person some of the other answers provided will sound fake and disingenuous. If you're merely a loose acquaintance or distant relative, "I'm sorry for your loss etc. " would suffice.
