You should lightly cover the seeds with soil and it is best to spread the seeds before a snow as when the snow melts it tends to push the seed into the soil. The best amount of soil to cover the seeds is just enough that you cannot see them and rain does not uncover them.

Grass seed needs to be covered so that birds do not eat it or the wind or rain do not blow it away. A thin layer of hay works great.
