Establishments that generally offer fixed menus are Breakfast Cafes, Hotels, Chinese or Indian Restaurants, School Canteens, Fast Food Restaurants and Mall Eating places.

The less fancy a dining establishment is the more likely it is to have a fixed menu. If the food is cheap than the menu probably isn't changing.
