Cornices (fabric covered boxes mounted above the window) dress up the window without danger of fabric touching the radiator. Wooden blinds or mini blinds would be safe as well.
Nothing should hang around or behind the radiators. The best treatment is to hang wooden blinds and a tye-back curtain the length of the window. Or hand a valance with wooden blinds.
