If starting a collection, your best bet would be like estate sales or liquidators. Many coin shops will also buy coins in bulk and resell at it a small markup or pull out the coins they want and resell the rest sometimes at a loss. Contact your local coin shop.

There are many companies online that sell wholesale coins and nothing but coins. You may be able to find coin shops like maybe in shopping malls. Sometimes big flea markets offer coins for sale.
