It could be a lot of differet things but most of the time it is either caused from bugs or from Blight. If its Blight you need to talk to someone at a greenhouse for treatment if its from bugs just mix up warm water and dawn dish soap and spray the leaves and stems after the sun goes down.

There are several things it could be. But not all are present in each area. So I would have to know what state they are growing in to be able to give a proper answer. You could start by making sure that there are no weeds or leaves close to your plants and cut off the infected areas.

One stem disease is stem canker, a fungal disease that can be caused by improper pruning and spreads from water splashing it. Another, the rose stem girdlers feed on stems.

Rose stems will often get this disease called fungal rot. Fungal rot will grow in the late spring and early summer and pretty much slow down the growth of the roses.
