The white bumpy spot on your betta is more than likely ICH. ICH is a parasite due to poor water quality and can be treated with Tetracycline.

A white bumpy spot on a betta fish could be Ich. Ich is a fungus that is fatal to fish if not treated correctly. This can easily be treated with medication from your local pet store. If there is just one bump and it keeps growing larger your fish may have a tumor.

It sounds like your fish may have ICH. It shows up as small white dots but its really a parasite that below the fishy's skin.
