You may have dry skin, or a vitamin C deficiency. I'd recommend switching body washes to see if that clears up your problem. If that doesn't work try using an unscented lotion for a week on the affected area. If that doesn't work than start taking a vitamin C supplement daily.

These can have several different causes. They could be pimples, or some form of rash. They could also be a sign of a fungal infection. Scarring can also cause white spots. The only way to know for sure is to see a dermatologist.

Candida albicans (or candidiasis) may cause a white spotted rash on the skin. Frequently referred to as a 'yeast infection', this fungal infection is usually just a harmless overproduction of yeast that surfaces on the skin.

Prolonged sun exposure could cause white spots on your skin. The spots would possibly be a result of your skin being bleached. Picking at pimples, scabs, mosquito bites, etc. repeatedly can also cause a white scar to form on your skin.
