It is, indeed, something to do with breathing. It applies to anytime you try to exhale when the airway is closed. The best example is something many of us do to pop our ears (we just didn't know the name). When you plug your nose, close your mouth and then try to push air out, that's Valsalva.

The Valsalva maneuver is when you blow hard to clear an air way. You might do this to unblock your ears or drain your nose to even out the pressure. This is needed when pressure changes such as when your in an airplane.
