Well there is no technical term for lazy eye maybe they are just slow people and don't really care to look around.

The technical term to use for lazy eye is amblyopia. Most times this can be corrected by eye muscle surgery. Most people don't realize the technical term, so I don't think "lazy eye" would insult anyone.
