What is the rule when a baseball hits the home plate when it is pitched?

When a pitch hits home plate it is ruled a ball, even if it bounces back into the strike zone. If the ball hits home plate and then the batter, it is considered a hit by pitch. If the batter swings and makes contact, it is considered a live ball.

The pitch is counted as a ball if the player doesn't swing at it (no different if it is in the dirt). If the ball is hit, if it stays in play it's fair, if the ball goes foul, then it's foul.
