What is the reason someone would be seeing flashes of light?

You were probably seeing either an airplane or a tower. A lot of large telephone towers and other high towers have flashing lights on them to prevent airplanes from hitting them at night time. Airplanes also have flashing lights all over them because they too are trying to prevent air traffic collisions at night.

Unless you were taking psychogenic drugs it could be swamp gas, beams from an advertising or airport spotlight, meteors or the neighbor kids screwing with your head.
