Considering the colors and designs available, they are decorative and attractive. Although, their main function is to keep area around burners clean and stain free. When cooking with oils, the oil splatters onto burner making it sticky and difficult to clean. Also, oils can leave stains. Easier clean up. Ceramic covers are most popular, followed by metal.

No, they're not, when the stoves not in use it keeps dust off the burners. They also provide a level surface for burners not in use, in case you want to set a pot or bowl you're using.

Stove burner covers are usually to conceal a messy stove, however, they are useful as an extra preperation surface when the stove is not in use.

This is mainly a personal preference. Many people use them for decoration. They also are beneficial to prevent items from getting under the eyes and to prevent food from getting under them when cooking on another eye.
