This is a French phrase. It is really "toute de suite," but the "de" tends to get dropped in normal French colloquial speech. In English, the phrase translates to "at once," or "right away." For example, "venez tout de suite" would translate to "come right away."

The phrase comes from French language and can be translated approximately as "very quickly", urgently or immediately. It has no direct translation in English for that.
