Probably the classical metal-bell alarm clocks. You can increase volume by placing them on a hollow wooden box for extra resonance.

The loudest alarm clock that I have found are the ones that have a wake to radio or wake to Ipod feature as you can turn the volume up to the loudest position and it jolts me out of bed.
