Primary focus: safeguards. 1) No branch has power to appoint members of another branch. 2) Full independence of branches. 3) Legislative power seen as primary threat. Weakened by granting legislative power (veto) to President of executive, and final constitutional oversight to Judicial branch. 4) Federalize government, distributing and weakening authority.

The 51st of the federalist papers, written by James Madison, though published under the name Publius like all the other federalist papers. The 51st paper focused on the system of checks and balances within the government, and advocates the separation of power. Madison purports that the legislative branch is the strongest in a Republican government.

There are actually 85 separate Federalist Papers. They are a series of essays arguing for the ratification of the proposed Constitution of the United States. Madison was not the only author. Alexander Hamilton and John Jay were also authors.

The 51st Federalist Paper established the need for separate branches of government as a system of checks and balances in order to maintain a working democracy. Each branch should be independent and the public should be educated both about checks and balances and have access to information on both membership and procedures of each branch.
