The cheapest kind of garage floor is basically a dirt floor in which you just build your garage ontop of the soil that is there.

If your looking for something that goes over concrete that is cheap then your best bet would be the liquid stuff you roll over the concrete. It comes in a light tan and a white and usually has metallic flake you put in to give your floor a showroom look to it.
