What is the Biblical explanation for Romans 10:9 - 15?

That Jesus is Lord, that he died on the cross and God raised him from the dead. He did this for all people. Anyone who confesses he has sinned and believes will be saved for eternity. We should tell others so they, too, can hear and believe.

Publicly declaring of Lord Jesus and exercising faith in that God resurrected him would mean that we would have to go PREACH to ALL people about God and his Son.
