Elmer's glue hardens as the moisture evaporates from it. Rehydrate the glue in the carpet by laying a very warm, wet washcloth over it until the glue is once again sticky. Comb or pull as much as possible out of the carpet fibers. Repeat until you've removed it all.

Immediately scrape away or blot the glue up with paper towels. Next, scrub the area with white vinegar. Finally, use warm water to soak the area. Repeat if necessary.

Plain water and something to absorb it up with. The sooner you get to it the better, and don't use solvents or cleaners -- you may just set it.

Plain old hot water will dissolve white glue. You'll want to saturate the area with hot water, and then scrub or blot. Depending on how much glue there is, you may need to repeat this more than once. After the glue is dissolved, scrub the area with a little carpet cleaner to remove any final residue and let dry.
