Acne on the chins of cats and dogs is sometimes caused by bacteria growth on their food or water bowl. Plastic bowls are more likely to cause this and metal bowls are less likely. Clean your cat's food and water bowls very regulary and the acne should clear up on its own.

Change your dishes, no plastic. Get an antibiotic soap from your vet to clean daily- you need to see your vet to make sure this isn't staph.

Helpful daily care includes wiping the muzzle after every meal, cleaning dishes more often and using stainless steel or ceramic dishes. See your vet though to discuss definitive treatment options.

Maybe wash the dish really well or even replace it. Also if the cat is under stress you might want to try to get rid of some of the stresses in the cat's life. You can also try cleaning the cat's chin with antibacterial soap. You may need to get kitty a round of antibiotics.
