There is none. The only "working" strategy would be to buy until you have all possibilities - but that would be more expensive than what you would win.
A guaranteed method to winning the lottery is to purchase a ticket for every possible winning combination. For instance, in the Powerball lottery, you'd need 195,249,054 tickets. Not great odds.
