You can spray with Bacillus thuringiensis.These is an organic control for caterpillars,in early spring.These kind of spray is a bacteria and it is safe for your children and pets.You can also search some chemical spray available for bagworms.

Raid is really good because it can spray up to a couple of feet and that sounds perfect for a tree infestation. Also, raid is strong and since this will be done outside it should kill the worms and not cause a problem to your family or pets.
