There is no "best breed" of horse. The question is more "Which Breed of Horse is Best for You? " If you're purchasing a horse get a book on the different breeds. Find one with the temperament and qualities that suit you best. If you're short, look for a breed that isn't too tall. If you're tall get a tall horse.

You can not say which horse breed is the best. For each person the breed is different. Each breed has different behaviors and heights. You will never find a horse that everyone thinks is the best.

There is no overall "best" breed (though everyone has their opinions about what the best breed is! ). Rather, certain breeds tend to be better at certain things, and each have their own unique characteristics and temperaments, just like dogs. Thoroughbreds make good racehorses and jumpers, while Quarter horses often do well in western competitions, etc, etc. It all depends.
