One of the most famous master's degree programs for creative writing is at the University of Iowa. It is notoriously good but also notoriously competitive and cutthroat. If that doesn't sound like the atmosphere for you, it's a good idea to keep searching but the education is good there.

If you're talking about novel writing, University of Iowa's master's program has been rated number one for years. They do not have an undergraduate creative writing major however and their master's program is thought to be very cutthroat. Find a program where you can major SPECIFICALLY in creative writing, not in English with a creative writing focus.
