The Antartic treaty system is an agreement signed by 47 countries concerning international use of that area. The treaty, which was signed in 1961, states that there will be no military activity there. The Antartic will be used for peaceful scientific experimentation and is a scientific preserve.

The Antarctic Treaty System established Antarctica as a scientific preserve which must be kept free of any military activity. It also establishes freedom of scientific investigation on the continent. The short version is that Antarctica is the property of the entire human race. No nation can claim any land there, but some nations may run scientific stations.
