If 2 people have a 60/40 partnership value, it usually means that one person has 10% more invested money into a given business than the other. The fact that a person has invested more into the business means that that person typically gets more profit in return and has more power in the business than the other person.

This means that whoever has the 60 percent would have the decision making upper hand if you were not able to agree on an issue. Also the higher percentage recieves a liitle more of the bottom line profit.
