It can mean "holler (holla) at me" -- call me later. It can be a greeting: HOLLA! Or it can be a guy's way of expressing interest in a female.

Holla is a way to say hello, or give a shout out to people you know. It is often heard in ebonics speech, rap music, and other African American entertainment, or by whites who think it is cool and want to imitate it. If you aren't sure what it means, it's probably best not to say it.

I guess it all depends on people do one person holla might mean a way to approach someone you like speak "game" if you will. I think it could mean also to someone like screaming.
