This is due to overwatering, which deprives the roots of oxygen and causes root death. Once the plants get a chance to dry out, they will often rebound.
This is not a problem. When tomatoes are coming, the plant will first grow a small yellow flower. The flower may stay attached as the tomato grows in or it may fall off before the tomato comes.
