The bulbus glandis is a normal part of a male dog's anatomy. It is located towards the posterior end of the sheath of his penis, and looks like two rounded lumps. This is not his testicles, as even neutered dogs have a bulbus glandis.

The bulbus glandis is the portion of the dog's penis that enlarges during copulation. This is what causes the "tie" often seen when dogs are breeding. If the bulbus glandis is enlarged all the time it can cause problems because the penis can be stuck outside the sheath which in turn may cause irritation and infection.
