"People who do drugs are violent" is an example of prejudicial use of a rhetorical device. "Some people who do drugs are violent" is an example of non-prejudicial use. The first is inclusive and states/assumes ALL people; the second statement allows that SOME people, not all, are violent.

An anaphora, or when a person starts clauses, phrases or sentences with the same word or group of words, is am example of a non-prejudicial rhetorical device. The anaphora is used to emphasize the clauses, phrases or sentences that it starts but that emphasis does not set any good or bad tone.
