A web filter is used so you can make sure scummy things don't pop up on your computer if you have sensitive people in your household.

A web filter is a piece of software that "filters out" bad sites (ex. pornographic or adult related). It could be good from a parent's point of view, but bad for a student (because sometimes the software thinks legit sites are bad too). So, it all depends on how you look at it.
