It can be 1 of 2 things. 1-Each person makes a page or two (without pics) to contribute to the scrapbook, or 2-Everyone makes a full page or two (with pics) and it gets shared by everyone. It could also be swapping "items" to scrapbook with.

Your not swapping the photos or personal items, you are swaping the materials you use to make the scrapbook. This is a great way to get together and get rid of and get new of materials to scrapbook. You might have some baby stuff and now you need some older childrens material.
