It's a bus that follows strict, comparatively speaking, religious rules. I think the term only, or at least primarily, applies to some Israeli bus lines. Rules include separation between men and women -- again, for religious purposes of avoiding physical contact between the sexes.

A "mehadrin" bus is a bus that is sensitive to the needs of ultra-orthodox Jewish passengers. The buses seat men and women separately, and the bus drivers do not play the radio in the presence of passengers. The mehadrin buses began running in Israel at the behest of Haredi activists. Consequently, they mainly provide transportation between Haredi communities.

These buses are run along certain religious principles. Seating on the bus is separated into sections for men and sections for women. The drivers are not allowed to play music.
