In a small saucepan, combine two teaspoons of flour, three teaspoons of butter, a cup of heavy cream, three cloves of garlic, salt, pepper and two cups of Parmesan cheese. Cook all ingredients on medium-low heat for about 30 minutes or until sauce thickens. You can add a three teaspoons of white wine a few minutes before the sauce finishes.
