If used just by itself it is supposed to represent a heart turned on it's side. It is used to show affection from one person to another. A common way of telling someone "I love you". It is one of a vast array of "emoticons" developed by people that use letters and characters to express feelings.

The symbol <3 means love, or heart. If you look at it on its side, it kind of looks like a heart which is where the origin comes from. on many computers now, on facebook for example, if you type that in a heart symbol actually shows up.
