When parakeets are babies their eyes are mostly pupil. As they mature their eyes start to have more white in them. This means that by a certain age their eyes should have already matured. The underdevelopement of their eyes can hinder their natural ability to sense light spectrums and energy.

I've got to say, I've never heard of this and can't find it in my research, so if a vet told you this, go back and make them explain clearly what they mean. Parakeets have exceptional eyesight with amazing discernment, so if there is a problem with their eyes, you need to find out why and how to treat it

It means that you have a parakeet that is the product of some unscrupulous breeders. Everyone is concerned about puppy mills but there is as serious a problem among parakeet breeders as well. The animal must be destroyed as soon as possible to eliminate this trait. Or have the bird neutered.
