What does it mean if a person is "passing blood clots?" Is it dangerous?

Where do they come from?

This probably means that this person is having their period and is seeing blood clots in their period cycle. This is usually normal and isn't something to be alarmed about unless it is heavier than usual and does not stop after the normal period of time. I can't think of any other situation.

When a person passes blood clots it usually means vaginally. These clots are tissues that break away from the uterine lining and pass through the vagina.
