You don't need to remove the piercing, and in most cases you shouldn't, because if it closes up it can create an abscess. Rub the area with an antibiotic and apply warm compresses. You may also want to soak the area in salt water, if possible. If you experience a fever or significant pain, you should see your doctor.

You need to have a doctor examine it right away. If the infection gets severe enough, you could have much greater problems than just the piercing closing; you could face permanent scarring or even death. You need to be on antibiotic medication as soon as possible. It is unlikely to heal on its own.

Take the ring out breifly, clean the infected area make sure you get all the puss out of it before putting the ring back in, then treat with neosporin to kill the bacteria and clean the ring and belly button with alcohol every day to prevent another infection.
