White spots on your neck or other exposed skin surfaces on your body are due to either a generalized or local loss of dermal melanocytes. The result is a real loss of pigmentation of the overlying skin. This occurs normally as you age, but can be due to parasites, genetic and other factors.

One condition that could cause white spots on skin is called leucoderma, meaning "white skin". The whitening is due to loss of melanin. It may also sometimes be called vitiligo.
