This could be a number of things. The most likely culprit is a kidney infection. It could also be a bladder infection (pretty common in girls) or a kidney stone (these are usually rare in children). Other possibilites are a prolapse bladder (extremely rare) or some type of congential malformation (like undecended testes).

Generally blood and high protein levels in a urine sample indicate some sort of kidney disease or injury to the renal system. This can also indicate simple infections.

Improper kidney function can cause protein in the urine. Protein should not be in the urine and if the kidneys can't reabsorb it properly then it will leave in the urine. Blood in the urine could be the sign of internal bleeding. Kidney function is critical and so this symptom should be taken seriously.
