My two year old has blisters on his lips.

They very well could be cold sores. Cold sores not only form inside the mouth on your cheeks and gums but they can also form on the lips.

There could be a number of culprits, including a chemical burn of some sort. Other than a burn, heat or chemical, it gets a little questionable without seeing him. You may want to see a doctor if they don't heal quickly.
