Oh this could be anything! From bedbugs to even bad wiping of the infants behind. See, sometimes when an infant's behind isn't clean properly acid builds up and seeps into the flesh. This causes a reaction usually in the form of a rash. Sometimes an infection can set in along the rash but only very rarely.

It could be caused by heat or sweat as well as the moisure from sitting in a diaper. It could also be caused by acid in the bowel movement caused by certain foods like oranges. If the child sits in the dirty diaper the acid could irritate the bum and cause the bumps.

The main causes of a three year old's bum to get a red prickly bump rash is an allergic reaction to the soap that is being used on the skin, the detergents that are being used on the clothing, and or heat.

If the child is still wearing diapers it could be a diaper rash. It could be an allergy of some type such as an allergy to laundry soap. Some juices will break a child's bottom out if he urinates in his pants.

This specific rash sounds like a heat rash. If the child is outside a lot they could hot especially around the underwear area. Also they could be allergic to something.

It could be allergies or perhaps inadequate hygiene ie. taking a bath every day versus taking one once a week. This really makes a difference.
