Your hamster somehow got in contact with a microscopic bug infection that has taken over the hamster's skin. This is usually transfered through flee contact or possibly contact with other animals that also have mange. Mange is a very spreadable disease. Take your hamster to the vet and also give it a bath.

Hamster mange is caused by mites. These are often brought into the household on a new hamster or sometimes in a bag of bedding. I would throw out your bedding and buy a new bag. You may also need to treat the hamsters with medication from your veterinarian.
