Does the van have rear vents for the AC? Are they independently controlled? Check controls to see if the fan is off, or see if the vents are closed. It could be the fan control or fan itself on the rear is broken.

This is because of the way heat travels. It is being pushed to the back of the vehicle. If you do not put it on circulate it will stay there.
