Seeding depends on what would be needed to seed however, fertilizing the ground prior to the seeding will help eachother.

The best thing you can do for your garden is not to fertilize in the fall. Instead plant a cover-crop for next spring. A cover crop is a mixture of beans, peas, and grasses. These are legumes that add nitrogen to the soil. Just till them into the bed when its time to plant in the spring.
