The webs you are seeing in your oak trees are caused by bark lice. The bark lice and the 'silks' are considered natures own cleaners, ridding you of more harmful insects. To rid yourself of the webs add 2 tablespoons of dish liquid to 2 gallons of water and spray.

The webs are most likely being made by caterpillars. The caterpillars will consume foliage and damage the tree. If the trees aren't too big, you can try to spray them with a pesticide labeled for this use. If they are too large, call a local tree care company.

If it is webworms that are causing there these webs there are a couple of things that you can do. You can remove some webs by hand. Another option is applying an insecticide to the twigs and leaves.

If they are along the limbs and trunk, they are most likely bark lice. Typically, these won't harm the tree and can be left alone.
