I would not be somuch concerned as far as having development issues, but to make your life easier, the feeding themselves habits should be reached by 16 months or so.
The most important would be motor skills, such as crawling, walking, talking and hand eye coordination. This could represent a problem which is somewhat serious, so these milestones should be looked at as the most important.
The most common milestones start with rolling over, sitting up and then go through to crawling and walking. Each child hits these at different times but if you have concerns, talk with her doctor.
It's okay if your child doesn't reach milestones RIGHT on time. However, if you're concerned you need to talk to your child's pediatrician to see if there is a problem.
